When exterior is the right answer
If the water problem starts with the site — a slope that drains toward the house, downspouts discharging at the wall, irrigation against the foundation, or a failed original footing drain — solving it outside is more durable than managing it inside.
Exterior work also relieves hydrostatic pressure against the wall, which matters on properties where saturated clay is already pushing a wall inward.
